RoseAnne Franco is a Senior Analyst in PFC Energy's Markets & Country Strategies Group, having joined the firm in 2002. As part of the firm's Latin America consulting practice, she assesses above ground risk for international oil and gas projects and advises companies on forming country entry strategies and engaging National Oil Companies.
Prior to joining PFC Energy, she worked at the Economic Policy Institute (EPI) and Kissinger McLarty Associates in Washington, DC. RoseAnne is a frequent commentator on Latin American energy issues in the media, appearing in the New York Times, Financial Times and CNN En Espanol, among others. She also contributed to Project Finance International and wrote a chapter in "Energy and Development in South America: Conflict and Cooperation" for the Woodrow Wilson Center (2008).
RoseAnne holds an M.S. degree from the School of Foreign Service at Georgetown University. She undertook studies at the Pontificia Universidad Catolica de Chile in Santiago and graduated from the University of Texas with bachelor degrees in Economics and Government.
