Pemex: The Oil Reform
David Shields is a journalist and a private consultant on energy matters in Mexico.
Mr. Shields was born in Glasgow, Scotland, is a graduate in arts and social studies from Strathclyde University, Scotland, having specialized in media and communication. He is a naturalized Mexican citizen, has resided in Mexico City for 26 years, and for almost all of that time he has been a journalist, specializing in analysis of the oil and energy industries. He has written for a wide range of Mexican and international media.
He has carried out studies on public policy and administrative practices in the Mexican energy industry for several international companies, as well as other work related to the industry.
His consulting work has ranged from advising companies on projects, investment opportunities and has included updating companies on changes in Mexican energy policy. He is also active in promoting accountability in public tenders at the state-run energy companies through a transparency program promoted by the Mexican Federal Comptroller's Office.
Currently, Mr. Shields is the editor of "Energia a Debate", a Spanish-language magazine devoted to discussion of energy topics related to Mexico. (www.energiaadebate.com) He writes in Reforma, one of the leading Spanish-language daily newspapers in Mexico, and in other Mexican media. He has written for international media, such as Offshore, Oil & Gas Journal and Petroleo Internacional.
He has published two Spanish-language books on state-run oil company Petroleos Mexicanos: Pemex, un futuro incierto (2003) and Pemex, la reforma petrolera (2005). He is also the author of Pemex: problems and policy options (2006) and Mexico's deteriorating oil outlook: policy options for the future (2008), white papers written for the University of Berkeley, California. He participates frequently in radio and television programs in Mexico.
