Terry Backer has served as a State Representative for Stratford since 1993. Terry serves currently as Assistant Majority Leader, as well as on the Energy and Technology Committee, Appropriations Committee where he is the sub committee on Conservation and Development's House Chairman and on the environment committee. In passed years Terry has served as Vice Chair of the Appropriation Committee, Chairman of the Energy and Technology Committee, the labor Committee, Regulation Review and many working groups.

Prior to his service in the General Assembly, Terry was an active member of the town of Stratford, including serving on the local shellfish commission. He was born in Stamford and attended Norwalk public school system. He is a licensed as a master by the U.S. Coast Guard, and a former member of the Long Island Sound Advisory Council, to which he was appointed in 1990. In 1991, he served as a member of the Connecticut Council on Environmental Quality until elected as state representative.

Terry has worked for the past 20 years as Soundkeeper of Long Island Sound and Executive Director for Soundkeeper Inc. a not-for-profit environmental conservation organization. Terry was one the of the five founders of the Waterkeeper Alliance where he serves as Vice President. The Waterkeeper Alliance, is an international organization of over 157 Riverkeeper, Baykeeper, Soundkeeper and other Waterkeeper organizations. Waterkeeper Alliance has programs in the US and Canada, Africa, India, Australia and Europe. Terry serves as a board member for several other local and national non-profit organizations. He is the father of two children ages 20 and 17.
